New DCSF Review and the TFC SEF

DCSF Performance, Achievement and Outcomes Review

Listed below are the changes between the TFC SEF and the new DCSF Performance, Achivement and Outcomes Review, as we understand it.

Part A

Summary: pretty much the same questions but in a different order. Some wording alterations. They have split this into Section 1 (factual info) and Section 2 (info about local area) whereas previously it was all just Part A

Part B

Summary: Not much change compared with the existing SEF. See the table below for changes on page 12 of the new REVIEW document


Section 1: Quantitative Data: Performance against National PIs

Worth noting that ECM outcome (3 in the old TFC SEF) % of children in workless households is actually NI116 and is now contained on page 13 of the review - so this has DISAPPEARED from page 12 and moved to page 13

Perspective v3 users benefit from the new online Parental Satisfaction Survey which can evidence the new Performance Indicator in the table above.

The new DCSF REVIEW has additional columns for previous years data/values.


Section 2 (Performance against local PIs) & Section 3 (Recent judgements from Ofsted or other inspections)

Very similar to the existing TFC SEF, just the addition of columns such as previous years figures which were not there before.


Part C (Review of Performance Improvement)


Section 1: Centre contribution to ECM outcomes


This is new but simply a summary table of Priorities, Actions and Outcomes. If Perspective v3 users utilise the Development Planning Module then rather than typing what already exists they could at any time run off a Key Priorities Report or a Centre Development Plan which would have all this in it and more. Users can choose if they want to keep this table up to date however we would recommend using the development planning module in PSP v3. We will support this new table as free text but would encourage common sense to prevail where the planning module is being used.


Then finally comes pages and pages of the judgements (page 16-page 32) These pages are VERY similar to the existing TFC SEF but the layout is different (cleaner, nicer) and it includes a few more boxes.


The most noticeable change on every single page is the addition of "BASED ON YOUR EVALUATION WHAT ARE YOUR PRIORITIES FOR IMPROVEMENT IN THE YEAR AHEAD". This has formerly only been in Section D "Challenges for the Year ahead" but now, like the OLD SCHOOL SEF it appears at the bottom of each section.


Other most noticeable changes are they have explicitly mentioned the NIs which belong to each of the ECM Outcomes (eg Be Healthy has NI53 and NI55). They've also added Local Priorities and Activities/Outputs as separate boxes.


The Statements for Outstanding, Good, Satisfactory and Inadequate have changed as well.
